Department of Streets · Known Organizations

The Case Files

The city was carved up long before you showed up. Six organizations, six bosses, six very different kinds of dangerous. Every file below is the street's own intelligence. Who they are, how they move, and the one crack in every crown.

File 01 · East SideThreat: Aggressive
🔴 Rell Dawson
The Eastline
Age 38Shooters 50Armed YesTurf East Side

Started as a lookout at eleven. Did six years upstate and came home to take everything in eight months. Rumor says he has contacts inside the precinct, and nobody's ever proven otherwise. Never takes the same route twice. His own crew calls him Ghost. Not because he's slick, but because you never see who pulls the trigger.

The PlayRell thinks he's untouchable since he got that lawyer. That arrogance is the opening.

"Rell Dawson spotted your car on his block."

File 02 · The PJsThreat: Volatile
🟢 Mook Vance
The Terrace
Age 22Shooters 50Armed Half of themTurf The PJs

Youngest boss in the city, running The Terrace on pure aggression. No strategy, just volume. Fifty deep, but half of them are teenagers with no real training. Posts everything on IG, and the feds screenshot it faster than his followers do. Deep in the PJs, where demand never sleeps and neither does the danger.

The PlayYoung and dumb. Posts drills before they happen. Half his crew is unarmed.

"Mook Vance put a bag on your head."

File 03 · The StripThreat: Patient
🟡 Gerald Pace
The Grounds Crew
Age 45Shooters 50Armed YesTurf The Strip

He keeps his own name off everything. Fifteen years holding the Strip and the most patient man in the city. A landscaping business as a front, two kids in private school, and fifty armed soldiers on payroll. Doesn't come outside much anymore. Doesn't have to.

The PlayGerald cares about that landscaping business more than his empire. Hit his money, not his crew.

"Peso wants to talk. But his shooter came too."

File 04 · DowntownThreat: Institutional
🟣 Marcus King
Kingsworth Holdings
Age 52Shooters 50Armed Yes, salariedTurf Downtown

He wears a suit. Three phones, two lawyers, and an LLC that owns four buildings Downtown. His shooters are paid employees with health insurance. He files taxes, and the IRS has never questioned him once. The FBI has been watching for seven years and has nothing. Downtown money, connected everywhere.

The PlayPerfectly legal on paper, which means he's exposed the moment his paper catches fire.

"King doesn't get his hands dirty. But someone will."

File 05 · SuburbsThreat: Calculated
🟠 The Accountant
The Quiet Company
Age 41Shooters 50Armed YesTurf Suburbs

Nobody has his real name. Moved the whole operation to the Suburbs in 2012 because nobody looks for crime where the lawns are cut. His crew wears polo shirts. His trap houses look like they sell insurance. He drives a minivan. The minivan has a false floor. Twelve years of patience and counting.

The PlayMiguel cannot stand disorder. Make his operation look messy and he panics.

"Tigre sent a message through someone you know."

File 06 · The CornerThreat: Fading
⚫ Victor Stone
The Old Corner
Age 55Shooters 50Armed NoTurf The Corner

Been on the same corner since 1994. The corner you start on. Survived four eras of the game by never getting too big and never getting too small. His crew respects him the way you respect an old dog: right up until the dog gets slow. Victor is getting slow. He doesn't know it yet.

The PlaySame corner, same time, every day for thirty years. Predictable is dangerous.

"Victor Stone remembers when you were nothing."
